Were you able to connect and use this modem on Windows 8 computer? Are you able to connect and use other USB devices without any issues? Did you upgrade your system to Windows 8.1 from 8?

What is the make and model of the computer? The issue seems to be related to the ZTE Modem PC connection software you are trying to install is not properly getting installed. Since the says it is compatible with Windows 8, you may try the following steps and check. We will be happy to help. I just got my Windows upgraded to Windows Pro 8.1 and my usb modem (Airstream 1200) was not activating too. I noticed that there was additional drive like CD ROM under 'My PC (My Computer)'. I double clicked on it and operated the driver automatic setup. It works now.It was easy in my case.
